I was also told that you must keep you vacuum tools free of fleas to avoid spreading them. What can be used to treat the tools?

Steam cleaning the vacuum tools should kill any flea stages on them. However, spreading fleas this way doesn’t sound likely. No flea stage is sticky and shouldn’t attach the tools. If eggs, larvae, pupae, or adults get lodged in something like a vacuum brush attachment, simply tousling the bristles and shaking it out should rid it of fleas.
